The list includes Polatlı, Konya Ereğli, Ünye, Vezirköprü, Zonguldak Ereğli, Erciş, Doğubeyazıt, Ahlat, Ergani, Midyat, Siverek, Elbistan, Kozan, Alanya, Tarsus, Fethiye, Akhisar, Lüleburgaz and Bandırma.

Bahçeli cited population, geography, development potential and access to services. The proposal is not an enacted administrative change; parliament would make the final decision.
